Inspector Clouseau receives a tip that the elusive smuggler, Captain Clamity, who looks like a clam with eyes, arms, and legs, is laying anchor off the French coast. Clouseau and Sergeant Deux-Deux make a number of unsuccessful attempts to board Clamitys ship, with Clouseau going down to the sea bottom every time.
