Roy Rogers (Roy Rogers), owner of a transportation service for moving race horses from track to track, prepares to take a number of thoroughbreds to the Pan American fair races at Monterey. Among them is Dancing Girl, a fine mare owned by Doris Stewart (Dale Evans), who is being forced to sell the horse in order to keep her ranch. Doris and her trainer, Dave Norris (Douglas FOwley), accompany Roy and his outfit to the border at Caliente, where they are approached by Rosina (Charlita), a young gypsy fortune teller who begs Roy not to continue the trip. After crossing the border, Roy and his men are attacked by masked bandits, the horses are stolen and the stable boy is murdered. Accompanied by Doris and his sidekick Pinky (Pinky Lee) and the a Mexican Commandante, Roy goes to the gypsy camp to find Rosita. She is not there but Roy spots the stolen thoroughbreds hidden among a herd of wild horses near the camp. He also finds the dead body of a horse that appears to be Dancing Girl. The loss of the horse means ruin for Doris, who is unaware that Norris and his crooked partner, Studsy Denning (Frank Richards), killed a mare resembling her horse and left it where Roy could find it.

This somewhat off-the-beaten-path-formula for a Saturday matinée B-western has Johnny Mack Brown being hired by stageline owner Chet Norman to stop a series of stagecoach holdups that always take place when the driver, Pete, sees a mystery rider and hears the weird notes of a silver whistle. Sheriff Dave Holland, in love with Chets niece, Beth Fairchild, and jealous of Johnny, gives grudging help. Town banker Roger Claine, is the mastermind behind the gang led by the Mystery Rider and Slade, and is having an affair with waitress Cora, and has promised her he will kill Slade when they have enough money. Beth is shot by Dave in an aborted holdup that reveals her to be the Mystery Rider, working with Claine in a spirit of revenge, thinking that her uncle had stolen the stageline from her father.

On his way to Red Mesa to insure mine owners against loss from raids on their ore shipments, George OBrien is ambushed by the raiders, and is accidentally saved by the Three Stooges who run a traveling variety store. OBrien sells mine owner John Sawyer and his foreman Sandy Evans on allowing him to insure and guard their shipments since they have no help from the bumbling sheriff. He hires to Stooges, Laura Mason and Doc Mason, Lauras ex-physician-turned-drunk grandfather. OBriens first move is to trap the bandits headed by saloon owner Taggart and his henchman Clete by using the Stooges to inform Taggart that OBrien will escort the gold shipment, but George plans on having the Stooges take the actual shipment in another wagon. His plans backfire when Doc Mason, drunk in Taggarts saloon, accidentally informs Taggart of the real plans.
