A (male?!) mosquito army prepares for the attack. We see basic training, which includes an obstacle course (slapping hands, fly swatters), target practice on stuffed dummy human forms, and training for taking off and landing on flattops (sardine cans). The trainees get, literally, their wings. A scout arrives with photos and the attack is planned. The first wave sneaks in behind flowers, then opens a hole in the screened-in porch. A second wave arrives in an amphibious boat, then launches their attack; despite the humans preparations (DDT, flyswatter), hes launched high in the air. Finally, the returning troops land, but instead of reaching their sardine-can destination, they fall short in the water. The bug directing them turns around, and we see his crossed eyes.

Next, he jams a swordfish into the ships figurehead, creating a mermaid that Popeye falls for, until the swordfish has enough and saws his way out. A quick firing of a cannon sends Popeye to the surface briefly. He comes back down just as Bluto has finally extracted the safe, and Popeye walks off with it. Bluto gets it back, and gets Popeye tangled up with an octopus as he sails off with Olive and the safe. A group of celebrity dogs, led by an Edward G. Robinson look-alike and including Jimmy Durante, decide that celebrity dogs need a nightclub of their own. What follows is very similar to Hollywood Steps Out (1941), except that all the celebrities are drawn as dogs. Notable gags: Dogwood u0026 Blondie making a sandwich of bones; Stan Laurel and Oliver Hardy washing dishes, with Stan putting the washed dishes back into the sink; Bud Abbott and Lou Costello as dogs; a sheepdog with hair in his eyes who suddenly has perfect vision when a pretty girl walks by. In an extended scene, Leopold Bowowsky conducts an orchestra; after a series of spot gags, a tuba player misses his cue because he was getting a cup of water, then blows the wrong note because of a fly on his score. Bing Crosby, who was earlier greeting patrons, loses a girl to Frank Sinatra, who was hiding behind a pencil-thin tree. Kaynine Kyser leads his band; we see quick solos from several jazz players, like Hairy James and Boney Goodman. Finally, the payoff of a running gag: a soldier who had been waiting to call home to Massachusetts gets to use a megaphone with that states name on it.

Olive runs a service station. The admiral pulls in and asks Olive to put some air in his tire, as he heads off to a cigar store. Meanwhile, the boys stop by on a 24-hour leave, and start to be helpful - which of course means that the tire, then the entire car, are in serious trouble. Not that Popeye doesnt do some amazing things to save the car; he carries it, atop a hoist, to the top of a very tall building under construction, then outruns it as it falls, and catches it, unscathed; the car is demolished, however, when Bluto snatches the hoist away and lets the car fall the remaining couple of meters onto Popeye. Spinach time: He manages to rebuild the car, apparently good as new, in the time it takes the admiral to walk back from the cigar store, so Bluto shoves him away to take credit. But the car falls to pieces when its started, and the admiral puts Bluto on rust-scraping duty as Popeye and Olive float by in a rowboat.
